Hon. Justice Egonda-Ntende giving his opening remarks at the ECCMIS Training
Court of Appeal's Hon. Justice Frederick Egonda-Ntende, flagged off an exercise to mark the beginning of user training in the new Electronic Court Case Management Information System(ECCMIS). Hon. Justice Egonda chairs the Judiciary ECCMIS Steering Committee.
The two-month-long segmented training, which will run up to June 30,2021 will see different users such as Justices, Registrars, Systems Administrators, Trainers, Clerks, Transcribers and Process Servers trained on how to utilize the new system ably.
While addressing more than 35 Systems Administrators taking part in a five-day training at the Judicial Training Institute in Nakawa, Hon. Justice Egonda-Ntende emphasized the need for all users to understand their roles for proper utilization of the System.
"Users of any IT System must know in detail what their roles will be, how they can use the system, and what the system will or will not do. The success or failure ofwell-designed and technically elegant systems can depend on the way they are operated and used," he said.
He added that the System Administrators must be trained properly to handle all possible operations, both routine and extraordinary.
The training involves creating troubleshooting lists to identify possible problems and remedies for them and the names and telephone numbers of individuals to contact when unexpected or unusual problems arise.
Hon. Justice Egonda-Ntende further commended the facilitators and urged the participants to make it an interactive session to effectively and efficiently support ECCMIS operations at their stations.
The Chairperson of the ECCMIS Technical Committee, Hon. Lady Justice Immaculate Busingye, decried the poor data management systems in place and urged the participants to be more involved with the new system.
"It is on record that the Judiciary has been performing very poorly in regards to case data management. The Systems Administrators have been at the forefront of this poor performance. They have neglected their major role of CCAS data validation and verification. However, we hope that with the ECCMIS, the Systems Administrators will perform as expected."
She added that the ECCMIS Administrator training is timely as it is expected to equip participants with the necessary skills to efficiently and effectively support the ECCMIS.
The training is being moderated by the ECCMIS Project Manager, Mr Kikabi David Sunday, the Technical Advisor, Ms Julian Rweju Mani and Mr Joseph Ssinabulya (Senior Information Technology Officer).
The facilitators of the training are from Ms Synergy International system in a joint venture with Ms Sybyl Ltd, and the companies awarded the contract to design, develop and maintain the electronic court case management information system by the Judiciary.
Notably present at the training were HW Lawrence Tweyanze (Deputy Inspector of Courts) and Mr Opolot Simon Peter (Principal Economist), both members of the Technical Committee.
